In order to ensure receipt of answers to questions submitted by other Vendors, Vendors are asked to register interest in submitting a Proposal. Registrations of Interest are due via e-mail to Traci Foley, at [email protected] on or before February 6, 2026 at 12:00PM EST. Registrations of Interest are optional and non-binding. Submitting a Registration of Interest does not obligate the Vendor to submit a Proposal. However, only Vendors who have submitted registrations of interest will receive copies of questions and answers submitted by other Vendors.
Questions relating to this RFP must be RECEIVED by SCCS no later than 12:00PM EST on February 6, 2026. SCCS will not respond to questions received after this deadline. Questions received from vendors and SCCS’ responses will be sent via e-mail to all Vendors who have submitted a Registration of Interest.
Proposals must be RECEIVED by SCCS no later than 12:00PM EST on February 26, 2026. Two (2) hard copies and a flash drive of the complete and executed Proposal must be submitted by mail or hand delivery to Summit County Children Services, ATTN: Traci Foley, Department Director of Placement Services, at 264 S. Arlington, Akron, Ohio 44306. Proposals submitted after the deadline set for receipt will not be considered. Proposals should be labeled: “Response to RFP for Foster Care and Adoption Home Studies.” Proposals may not be submitted via e-mail, fax, or other electronic means.
Proposals will be opened publicly on February 26, 2026 at 12:00PM EST at SCCS, 264 S. Arlington St., Akron, Ohio 44306. The name of each proposing Vendor will be read aloud. No other information about the proposals will be announced at that time.
The Vendor awarded the contract will be notified of selection upon receipt of authorization by the Summit County Children Services Board of Trustees.
The contract is estimated to commence in April 2026.

At the discretion of SCCS, proposals may be accepted after this deadline, but to ensure a contract is in place by April 1, 2026, Vendors must submit their proposal before the deadline.
Vendors awarded a contract will be notified of selection. Vendors not awarded a contract will also be notified.
The contract is estimated to commence in April 2026.
At the discretion of SCCS, proposals may be accepted after the proposal submission deadline through the anticipated contract termination date of March 31, 2029. Proposals will be evaluated and contracts awarded on a rolling basis.
